“Since March 31 (date on which he received a copy of the letter of 20/03/2020 from the President of the Regional Government of Madeira addressed to the Prime Minister), that the President of the Republic has been following, with all his efforts, the situation experienced in Autonomous Region of Madeira due to the covid-19 pandemic ”, reads in a note published on the website of the Presidency of the Republic.
On Thursday, the president of the Madeiran executive, Miguel Albuquerque, criticized the head of state, Marcelo Rebelo de Sousa, for never commenting on the situation arising from the covid-19 in the archipelago, neither in terms of the claims of the region, nor about the behavior of the population.
“The President of the Republic, who was elected by direct suffrage, has not yet had time to comment on what is happening in Madeira, he has not yet had time to address a word of comfort to the Madeirans and admiration for the way they faced this epidemic. ”, Said Miguel Albuquerque, during the opening of a street in Câmara de Lobos.
In the note now published, it is stated that the Representative of the Republic has been informed of the steps taken by Marcelo Rebelo de Sousa, “either by mail (the first of which was on April 13) or by telephone”, as well as the president's office Regional Government.
In fact, since the beginning of March, the President of the Republic has accompanied “the various interventions and interactions of the Regional Government with the Government of the Republic” and held a meeting with the Prime Minister and the Representatives of the Republic on March 20 , on the application of the State of Emergency in the Autonomous Regions, in conjunction with the Regional Governments.
“He has also followed these matters closely in the last two and a half months, with regard to the paths envisaged in terms of legislation to be considered by the Assembly of the Republic”, the note reads.
As Miguel Albuquerque said on Thursday, the region needs to carry out an “urgent financing operation” of 300 million euros to “address the social and economic emergency” generated by the measures to contain the pandemic.
And, to allow this operation, the Madeiran executive of the PSD / CDS-PP coalition demands the amendment of the Regional Finance Law, to allow access to finance in the market, and also a moratorium on the payment of two installments of 48 million euros related to the region's debt to the State.
“We have been waiting for an answer for 60 days, that answer does not come, or is being delayed,” declared Miguel Albuquerque, considering it to be “fantastic” and “strange” that no one should comment on the matter at national level, not even Marcelo Rebelo de Sousa.
In the note from the Presidency of the Republic it is mentioned that the legislation to be considered by the Assembly of the Republic was one of the topics of conversation “today” between Marcelo Rebelo de Sousa and the PSD leader, Rui Rio, and it has also been ????? ? constant theme of appreciation with the Prime Minister, “with a view to looking for possible solutions for solution”.
“The President of the Republic became aware of the possible ways, by parliamentary vote, to resolve a very important issue for the Madeirans and, therefore, for all Portuguese, through amendments to the Regional Finance Law and the State Budget”, it is referred .
However, the note also reads, “as he has always done in other matters, the President of the Republic does not advertise his interventions, not only to not hinder his success, but not to confuse them with other debates that are not a priority and urgency that must be given to the solution of the problem ”.
